What is a Hazmat Endorsement?

A Hazmat Endorsement is an additional certification on a commercial driver's license (CDL) that authorizes the holder to transport hazardous materials. These materials could range from flammable liquids and gases to explosives, corrosives, and radioactive substances. Essentially, it signifies that the driver has undergone specific training and is qualified to handle such cargo safely.

Why is a Hazmat Endorsement Necessary?

Hazmat transportation is heavily regulated due to the potential risks involved. How to Obtain a North Dakota Hazmat Endorsement?

Obtaining a Hazmat Endorsement involves several steps:

  3. Study the Hazmat Manual: Familiarize yourself with the regulations and guidelines outlined in the Hazmat Endorsement manual provided by the DMV.

  4. Take some practice tests online to familiarize yourself with the question formats found on the computer tests at the DMV. These tests are standardized nationwide and they all pull from the same pool of questions. 

  5. Pass Written Test: Take and pass a written exam covering hazmat regulations, safety procedures, and emergency response protocols.

 

Endorsement Renewal

Hazmat Endorsements are typically valid for a certain period, after which they must be renewed. Renewal requirements may vary depending on your location, but generally involve completing new background check, fingerprinting and threat assessment, so apply at least 90 days before your endorsement expires.

North Dakota Hazmat Endorsement Requirements

To qualify for a Hazmat Endorsement, you typically need to:

  • Meet any additional requirements imposed by your local licensing authority

Register now for online CDL hazmat training at your own pace. Complete it when you have time on your phone or computer. Simply watch the videos and answer the quiz questions. If you get a wrong answer, review the material and try again. 80% or higher is needed to complete the course. You will need a background check and finger prints done as well to actually receive your hazmat endorsement.

  • How long do I have to complete the training?
    Except for individuals seeking the H endorsement, individuals must complete the theory and BTW (range and public road) portions of entry-level driver training within one year of completing the first portion.
  • Can I train my friend, family member, coworker, or employee?
    Yes. if you have the proper equipment or access to it, call us and we will help you get started.
  • Are there specific hours required for theory training?
    No. There is no minimum number of hours that driver-trainees must spend on the theory (i.e., knowledge) portions of any of the individual curricula. The regulations prescribe specific topics for each of the five theory curricula, requiring the training provider to cover all topics, and requiring that driver-trainees demonstrate their understanding of the material by achieving an overall minimum score of 80 percent on the written (or electronic) theory assessment. The state of North Dakota does have a minimum hour requirement for commercial driving schools which does not apply to private training provided by an employer, family member, or friend at no cost to the trainee.
  • Do I need a DOT #
    No. A DOT # is not necessary
  • What qualifies as an instructor?
    Holds a CDL of the same (or higher) class and with all endorsements necessary to operate the CMV for which training is to be provided and has at least 2 years of experience driving a CMV requiring a CDL of the same or higher class and/or the same endorsement and meets all applicable State qualification requirements for CMV instructors If an instructor's CDL has been canceled, suspended, or revoked due to any of the disqualifying offenses identified in § 383.51 of this subchapter, the instructor is prohibited from engaging in BTW instruction for 2 years following the date his or her CDL is reinstated. Disqualifying Offenses Administrative per se (probable cause) for operating a CMV with a blood alcohol concentration at or above .04. • Administrative per se (probable cause) for operating a motor vehicle with a blood alcohol con centration at or above .08. • Operating a CMV while your blood alcohol concentration is .04 or higher. • Operating a motor vehicle under the influence of alcohol. • Operating a motor vehicle under the influence of a controlled substance. • Refusal to take an alcohol test. • Leaving the scene of an accident. • Using a motor vehicle to commit a felony (not a traffic offense).
  • Who is required to comply with the ELDT mandates
    The ELDT regulations establish minimum training requirements for entry-level commercial motor vehicle (CMV) operators in interstate and intrastate commerce who are applying for: A Class A or Class B commercial driver’s license (CDL) for the first time; An upgrade of their CDL (e.g., a Class B CDL holder seeking a Class A CDL); or A hazardous materials (H), passenger (P), or school bus (S) endorsement for the first time. The requirements do not apply to individuals holding a valid CDL or an H, P, or S endorsement issued prior to February 7, 2022. Individuals who obtained a commercial learner’s permit (CLP) before February 7, 2022 are not subject to ELDT requirements as long as they obtain a CDL before the expiration date of the CLP or renewed CLP.
  • Can the theory and BTW Behind the wheel training be provided by separate training providers?
    Yes. Theory (knowledge) and BTW training may be delivered by separate training providers. Both types of training providers must be listed on the Training Provider Registry, and both would submit driver-specific training certification information (i.e., proof of training) to the Federal Motor Carrier Safety Administration (FMCSA).
  • What training must a student complete before they can test?
    To be eligible to take the Class A or Class B CDL skills test, the S or P skills test, or the H knowledge test, commercial driver’s license (CDL) applicants must have completed applicable entry-level driver training from a registered training provider. The type of training required depends on the type of license or endorsement for which the driver is applying. Below is a summary:
  • How long does the process take?
    Approximately 1 week after payment is made
  • Future drivers looking for companies who provide training
    We have built a list updated every month with every company in North Dakota registered to provide employee training. These companies are not allowed to charge for training. Some are just names, and others have full contact information. This is a great starting point for the opportunity to get free CDL training. We can't promise that they will hire or train you. Go down and take your CDL permit tests (general knowledge, combination, airbrakes) at the DMV as they may help you and are required anyway.
  • Are there specific hours requirements for behind the wheel training?
    No. The entry-level driver training (ELDT) regulations do not require a minimum number of hours for the completion of BTW training (e.g., Class A, Class B and the passenger (P) and school bus (S) endorsements). The proficient completion of the BTW portions of the various curricula is based solely on the training instructor’s assessment of each driver trainee’s individual performance of the required elements of BTW training on the range and public road. All BTW training must be conducted in a representative vehicle for the commercial driver’s license (CDL) class or endorsement being sought. The state of North Dakota does have a minimum hour requirement for commercial driving schools which does not apply to private training provided by an employer, family member, or friend at no cost to the trainee.
  • Do applicants with Hazardous Materials Endorsements have to repeat the Security Threat Assessment (STA) if they are applying for TWICs?
    The Security Threat Assessment (STA) for Hazardous materials endorsements does not need to be repeated when applying for TWICs. If you already have an HME, your existing STA remains valid for both endorsements
  • How often must a driver be fingerprinted and qualified under this rule?
    Generally, drivers must renew their Hazmat endorsement every five years, although States may require more frequent reviews. The driver will be required to submit new fingerprints at the time of renewal of the endorsement. If a driver has been convicted of a disqualifying criminal offense or no longer meets the standards in the rule after obtaining the Hazmat endorsement, his or her endorsement will be revoked. Drivers are responsible for self-reporting any offense and surrendering their Hazmat endorsement as required under the rule.
  • Do I need a hazmat endorsement
    A Hazmat endorsement is required when any material designated as hazardous necessitates the transport vehicle to display placards under 49 CFR 172. This applies to any hazardous material transported in commerce. It also requires a commercial license, even if you are only driving a pickup or stake bed or super duty.
  • How do I transfer my Hazardous Materials Endorsement?
    To transfer your Hazmat endorsement to another state, visit your local Department of Motor Vehicles (DMV) and follow their specific procedures.
  • How long does it take for results from the background take to come back for?
    Important Notice: TSA recommends that all applicants enroll for the HME Security Threat Assessment (including renewals) a minimum of 60 days before applicants require an eligibility determination. TSA is experiencing increased demand for HME assessments, and the processing times for some applicants may exceed 45 days
  • Does this rule apply to drivers entering the U.S. from Canada and Mexico?
    Yes, the rule applies to drivers entering the U.S. from Canada and Mexico. If you transport hazardous materials requiring placarding, you must have an HME regardless of your origin
  • Can an applicant get a Hazardous Materials Endorsement on their commercial driver’s license (CDL) if they hold a valid Transportation Worker Identification Credential (TWIC®)?
    Yes, applicants with a valid Transportation Worker Identification Credential (TWIC) can obtain an HME on their CDL. The TWIC card may even qualify them for a reduced rate when applying for the endorsement
  • How do I begin the process of getting a hazmat endorsement?
    Complete the online application or you can complete the entire process in person at an application center unless you are from any of the following states: Florida, Kentucky, Maryland, New York, Pennsylvania, Texas, Virginia and Wisconsin, in which case, you should visit your local Department of Motor Vehicles for application and fingerprinting information.
  • What Crimes will disqualify a driver
    The following criminal convictions are permanent disqualifiers, prompting a “lifetime ban” from holding a HME: Terrorism Espionage Sedition Treason Murder Unlawful use, purchase, receipt, transfer, shipping, transporting, import, export, or storage of an explosive A crime involving a severe transportation security incident (i.e., security incident involving a significant loss of life, environmental damage, transportation system disruption, or economic disruption in a particular area) RICO violations (if the crime underlying the RICO conviction is on the list of permanently disqualifying crimes) Improper transportation of a Hazmat (minor infractions involving transportation of hazardous materials will not disqualify a driver; for instance, no driver will be disqualified for minor roadside infractions or placarding violations) Conspiracy or attempt to commit any of these crimes
  • Who is eligible to hold a Hazardous Materials Endorsement?
    A driver must be a U.S. citizen or lawful permanent resident; cannot have a disqualifying criminal offense; cannot be adjudicated as mentally incompetent or involuntarily committed to a mental institution; and must not pose a threat of terrorism or a threat to national or transportation security.
  • Do I need an appointment?
    YES. Schedule an appointment online or by calling (855) 347-8371 weekdays, 8 a.m. to 10 p.m. ET. Walk-ins are welcome but appointments take priority.
  • What documents do i need?
    Provide required documentation and fingerprints. Bring your current U.S. passport or a driver’s license and birth certificate. See other acceptable documents.
  • How much does the background check cost?
    Pay a non-refundable fee valid for five years with a credit card, money order, company check or certified/cashier’s check. New applicant: $86.50 New applicant reduced rate: $41.00*
  • Are there any other disqualifying crimes?
    An individual is disqualified from holding an HME if he or she was convicted or found not guilty by reason of insanity within the past seven years, was released from prison within the past five years, or is wanted or is under indictment, for any of the following crimes: Assault with intent to murder Kidnapping or hostage taking Rape or aggravated sexual abuse Extortion Robbery Arson Bribery Smuggling Immigration violations Dishonesty, fraud, or misrepresentation, including identity fraud (e.g. felony-level embezzlement, tax evasion, perjury, and false statements to the Federal government) RICO violations (if the crime underlying the RICO conviction is on the list of interim disqualifying crimes) Distribution of, possession with intent to distribute, or importation of a controlled substance (“simple possession” of a controlled substance without an intent to distribute is not considered disqualifying) Unlawful use, purchase, receipt, transfer, shipping, transporting, import, export, or storage of a firearm Conspiracy or attempt to commit any of these crimes The crimes listed above are disqualifying, regardless of the jurisdiction (civilian or military). Convicted means any plea of guilty or nolo contendere or any finding of guilt. After 5 or 7 years have passed, these are no longer disqualifying and you can apply for a hazardous materials endorsement again.
  • Can I check on the status of my background check?
    Yes, You can check your status online at any time.

Hazmat Endorsement and ELDT requirements.

​The USA PATRIOT Act, enacted on October 25, 2001, focuses on enhancing national security measures to combat terrorism. It mandates that commercial drivers transporting hazardous materials undergo fingerprinting and pass a comprehensive Federal criminal background check, known as a federal security threat assessment.

New Hazardous (H) material endorsement steps

  1. Driver must first obtain a commercial permit or a commercial license.

  2. Initiate the federal security threat assessment.

  3. All initial hazardous (H) endorsement holders must complete the required federal theory entry level driver training ELDT

  4. All steps must be completed and the background results received before scheduling a Hazmat computer test at the DMV.

  5. Take the Hazardous material knowledge test in order to put the H endorsement on their North Dakota CDL license.

Whether you need a Hazardous Materials (Hazmat) endorsement depends on the type of materials you are transporting and the regulations in your jurisdiction. In many cases, drivers transporting certain quantities or types of hazardous materials are required to obtain a Hazmat endorsement on their commercial driver's license (CDL).

Generally speaking, if your load requires placards and you are operating in commerce, you will need both a commercial drivers license CDL-A, CDL-B, or CDL-C and a HAZMAT endorsement. However, many states have agriculture exemptions.
